St. James Farm: Water And Sewer Improvements

Overview
In May 2013, the District entered into a professional services contract with Strand Associates for Phase I, II and III engineering for the St. James Farm Water and Sewer Improvements project. St. James Farm Forest Preserve is located in unincorporated Warrenville and was purchased by the Forest Preserve District of DuPage County in 2000 from a private land owner with the District officially taking possession of the property in 2007. The preserve encompasses approximately 600 acres north and south of IL-56 (Butterfield Road) and east of CH-13 (Winfield Road).

The property contains numerous historic buildings including various barns, stables, outbuildings and an indoor equestrian riding arena. Currently, the property is serviced by well and septic systems which are in various states of disrepair. In 2010, the District Board of Commissioners approved a Master Plan for St. James Farm which designated improvements to the water and sewer infrastructure as a high priority project. The basic objective of this project involves providing potable water, fire suppression and improved sanitary service to the facilities located within the property north of Butterfield Road as to allow public occupancy of the various buildings. It is anticipated that Phase I engineering will be completed in spring 2014 with Phase II engineering being completed in late 2014.

Funding
On April 3, 2012 it was the consensus of the Board to place a motion approving the allocation of $2,700,000 of General Obligation Bonds, Series 2012 Funds for capital development projects at St. James Farm.  These were specifically allocated toward new sewer and water connections to accelerate the completion of the St. James Master Plan.

Status
As of January 2016, the District is currently in the permitting process with various regulatory agencies for this project. At this time, it is anticipated that construction will occur in the Fall 2016 with completion in Summer 2017.
